I saw some people complaining about this guy, he was playing with sniper and kill ppl behind smoke with perfect headshot, so i decide check him in BF4Cheatreport and i see a lot irregular HSKR stats and for my surprise he has been reported in the past, so, can you re-check this guy please ?

This boat flying is old glitch in naval strike map, it's not hack just broken game :) you should check server rules and report them in server discord/website, usually servers have rules about abuse glitch/bug but some server just ignore.
